International Conference on ICT for Human Development has been nearly 20 years since he United Nationals launched its effort to achieve universal primary education as part of millennium Development Goals initiative. While significant progress has been made in improving global literacy and getting more children, especially girls, back into the classroom, many challenges still remain. Globalization, geography and geopolitical issues, conflict, gender discrimination and poverty are among most often cited as barriers to quality education. One barrier, however, that is often overlooked is the Digital Divide, a socioeconomic disparity that places constraints and limits on access to information and communication technology as a means of learning.
